Performance Management Confirmation (PMC) 

Due to FINAL BILL REPORT  ESSB 5860, the performance based awards and incentive  portion of the PMC program is suspended until June 30, 2013.


Performance Management Confirmation (PMC) is a rigorous certification process that verifies elements of a robust performance management system, including an employer's ability to:
  • Cascade organizational goals into individual performance plans.
  • Effectively evaluate employee performance, including distinguishing between different performance levels.
  • Maintain employee confidence in management's ability to manage performance.
  • Fairly, effectively, and transparently administer a performance incentive program.

The PMC program is designed for state employers seeking approval to use performance incentives. However, the program may also be used as a self-evaluation tool for reviewing an organization's culture and performance management system.
